The Democratic Party of Dane County, Wisconsin, February 13, 2002, Adopted A Resolution Opposing Discrimination By The Boy Scouts of America And Funding By The United Way

OPPOSE DISCRIMINATION BY THE BOY SCOUTS AND UNITED WAY FUNDING OF THE BOY SCOUTS UNTIL THE BOY SCOUTS RENOUNCE DISCRIMINATION BASED ON SEXUAL ORIENTATION

WHEREAS, the Democratic Party of Dane County opposes and condemns all discrimination on the basis of, among other personal characteristics, sexual orientation; and

WHEREAS, the Boy Scouts of America ("BSA") has recently reaffirmed its policy of discrimination against homosexuals and its policy that all units of the BSA must implement this policy; and

WHEREAS, the Four Lakes Council of the Boy Scouts ("Four Lakes Council") remains subject to the BSA's policy of discrimination against homosexuals and has not unequivocally refused to follow that policy and committed itself to not discriminate in any way against any person on the basis of sexual orientation; and

WHEREAS, the United Way of Dane County ("UWDC") has a policy of nondiscrimination that calls upon organizations that receive UWDC funding to ensure that services rendered by the organizations are available to all individuals regardless of, among other personal characteristics, sexual orientation; and

WHEREAS, the Four Lakes Council is an organization that has received UWDC funding (e.g., $136,240 in 2001) and is now being considered for further UWDC funding, even though the Four Lakes Council violates the UWDC's policy of nondiscrimination on the basis of sexual orientation;

NOW, THEREFORE BE IT RESOLVED BY THE DEMOCRATIC PARTY OF DANE COUNTY

THAT the Party condemns the BSA for its policy of discrimination against homosexuals; and

THAT the Party condemns the Four Lakes Council's adherence to any extent to the BSA's policy of discrimination against homosexuals and urges the Four Lakes Council to unequivocally refuse to follow that policy and commit itself to not discriminate in any way against any person on the basis of sexual orientation; and

THAT the Party urges the UWDC to discontinue all funding of the Four Lakes Council until the Four Lakes Council unequivocally refuses to follow the BSA's policy of discrimination against homosexuals and commits itself to not discriminate in any way against any person on the basis of sexual orientation; and

THAT this resolution shall be forwarded to the Democratic Party of Wisconsin and the Democratic Parties of all Wisconsin counties other than Dane.

The membership also passed the following amendment, separately from the resolution itself:

RESOLVED, that the Chairperson of the Democratic Party of Dane County, or her designee, shall provide to all the media of Dane County the Resolution entitled "OPPOSE DISCRIMINATION BY THE BOY SCOUTS AND UNITED WAY FUNDING OF THE BOY SCOUTS UNTIL THE BOY SCOUTS RENOUNCE DISCRIMINATION BASED ON SEXUAL ORIENTATION" that was adopted by the Party's membership on February 13, 2002.
