I just found a council website that has the new "Recruiter" patch that a scout can get if he successfully
recruits another boy into Boy Scouts:

SPRING RECRUITMENT and OPERATION TIGER ROAR - IT'S FUN AT EVERY TURN!
Spring is the season for rejuvenation! Within Scouting; it's the time to energize packs, troops and crews with
new youth. Spring recruitment is a great way to do this.
CUB SCOUT PACKS: Recruit new Tigers into your pack through sign-ups in schools, or at den and pack events.
Create an exciting opportunity for current kindergarten boys to get involved into your Tiger Cub den. What about
your Wolf & Bear dens that have lost boys through rechartering? Or the Webelos Scouts who have transitioned
into a Boy Scout troop. Recruit new boys!
BOY SCOUT TROOPS: Spring recruitment is also key to Boy Scout troops who should be welcoming Webelos Scouts
into their troop and recruiting new boys to get them ready for summer camp.
Also, acolorful Boy Scout Recruiter Patch can be earned by any Boy Scout who recruits a new boy to his troop
meeting. The aim is to get the new boy to join. Thiscollectable patch can also be used as an incentive for those
Scouts working on their 1st class badge. Beginning January 1, 2006, an additional requirement will be added to
the requirements for First Class rank in Boy Scouting. Scouts beginning their First Class requirements prior to
this date will have until June 30, 2006 to complete First Class rank without completing the new requirement.
The new requirement tests the candidate's persuasive communications skills and can help make Scouting available
to more boys. It reads as follows:"Tell someone who is eligible to join Boy Scouts, or an inactive Boy Scout,
about your Troop's activities. Invite him to a Troop outing, activity, service project, or meeting. Tell him how
to join, or encourage the inactive Boy Scout to become active."
The Boy Scout Handbook and 2006 Requirements Book will be updated with this new detail.
